GVA Grimley is shaping up for growth with the appointment of a new leadership team. Led by a team of five including a newly appointed Executive Chairman and Chief Executive, the company will take full advantage of the market upturn and the emerging market sectors. The team, appointed from within, is operational from 1st May.
- Stephen Brown, formerly head of Planning Development & Regeneration, is appointed Executive Chairman
- Rob Bould, formerly head of Capital Markets, becomes Chief Executive
- Malcolm Whetstone continues as Managing Director, as does Finance Director Donald Smith
- Steve Halbert moves to Deputy Chairman

Stephen Brown’s appointment follows over 20 highly successful years in planning consultancy with GVA Grimley, and in the eight years as national head of the market leading Planning, Development and Regeneration division, Stephen has seen the turnover of the 180-strong team double.
Through leading major planning and regeneration instructions he retains a detailed knowledge of the structure and decision making process of planning authorities, English Heritage, CABE, GLA, LDA and the Government Office and has contacts at the highest level in these organisations. Stephen is an experienced Public Inquiry Witness and Expert to the High Court. Clients include Great Portland Estates, Minerva plc, Hines UK and Ballymore Properties Ltd.
As Executive Chairman Stephen will lead GVA Grimley’s corporate strategy and the business with the Executive Officers and Directors. He will continue to advise clients on planning in London and the South East.
With over 25 years experience in domestic and European capital markets, Rob Bould commands the highest respect amongst peers and maintains an unrivalled understanding of the commercial property investment market.
Rob has extensive experience in portfolio management and investment strategy from the client perspective. Rob has worked with many of the UK’s leading funds including Legal & General, PRUPIM and The Carlyle Group as well as some of the UK’s best known property brands including AXA and Skanska. Aside from domestic investment activity, he also has extensive experience of non-domestic investors and has recently been Chairman of the European and Worldwide Investment Groups of GVA Worldwide.
As Chief Executive, Rob will be responsible for business development, and will implement a new client relationship strategy.
